"Test sets" have long been available for testing communications equipment during manufacture and maintenance, optimised for broadcasting and telco equipment rather than amateur equipment.

Amateur requirements are extremely varied, but for HF ionospheric communication in particular are uniform enough that ARRL Labs has been performing standardised evaluations for their published equipment reviews for decades. Fortunately ARRL has also published their detailed test procedures, however performing them as written requires racks full of costly test equipment.

Homebrew testing does not require the same level of precision as testing for published reviews does, so a mid-range SDR and a handful of common RF workbench items (attenuators, switches, precision oscillator, ...) is enough to perform almost all of ARRL's tests. HATS is:

- an SDR-based hardware test fixture adequate to perform most of ARRL's tests without any re-cabling between tests; and
- a suite of scripts to perform those tests.
